BPD ran a 90-day / 45-camera Flock pilot last year and did not extend it. City records: Motorola Solutions pilot started January 2026; Axon pilot June 2026. Camera counts and end dates not disclosed. Two councilors (Mejia, Weber) say Mayor Wu’s office skipped the 2022 surveillance-tech ordinance (council approval first). Wu’s office: council already approved *ALPR as a category* in 2022, not vendors. Policies: case number + reason, periodic audits, no personal use; Motorola sharing only via Boston Regional Intelligence Center individual requests; Axon: BPD cannot see other cities’ Axon LPR data. ACLU of MA: warrants + state bill on retention/sharing. ICE has directly queried Motorola’s database (ACLU logs). Axon CEO Rick Smith on earnings: “a significant number of agencies want to convert” from existing LPR “because of the controls and privacy work.” Flock: welcomes bake-offs; claims it leads on safeguards. ≥19 MA towns have already dumped Flock.
Why it matters
Yesterday’s ACLU map is now a Tier-1 city procurement fact. Dropping Flock is not dropping ALPR. Integrators bidding Boston-class cities need vendor-specific sharing rules, BRIC/fusion-center workflows, and “no ICE hop” language — and should assume Axon is selling the Flock revolt as a body-cam bundle conversion.

Quote: tech can solve crime, but must be balanced against the Constitution. Comes as Tempe ends Flock with no replacement; Apache Junction keeps it after an officer used it to track his wife. Two 2026 AZ bills failed (LE-backed shield ALPR from public records; voter-supermajority before deploying surveillance) — sponsors vow a 2027 retry. Unclear whether the review covers federal covert ALPRs from the southern border into Maricopa. Flock: >80k cameras / 5,000 communities / 49 states.
Why it matters
After Hawley (Senate) and DeSantis (governor) yesterday, a state AG is now writing the playbook. AZ RFPs should assume statewide ALPR rules land in 2027, and that Axon/Verkada swaps stay in-scope — Mayes explicitly said “other similar systems,” not just Flock.

Redwood City will let Flock expire in November. New audit: several out-of-state and federal agencies could search the city’s LPR network because of permission errors. Chief Dan Mulholland: no evidence those agencies actually pulled images, but Flock granted access without city approval. City is reviewing seven replacement proposals with stricter terms: city owns the data and controls sharing.
Why it matters
This is the ops failure behind the politics: national-network default-on sharing. The RFP pattern is now explicit — local ownership + city-gated sharing, not a new detector. Whoever wins those seven bids writes the Bay Area ALPR spec for 2027.

Sheboygan PD used ALPR >10 years; 15 Flock units since 2024. Aug 25 statement: PD found Flock actions “inconsistent with the terms and expectations of the City’s contract” that “undermine trust.” Public works wrapped the cameras in plastic ahead of a Sep 8 council termination vote. Mayor Sorenson: “erosion of trust from Flock itself and how they were using our data.” WI already off Flock: Oshkosh, Sturgeon Bay, Appleton, Verona, Dane County. Brookfield alder wants a review before a July 2027 auto-renew. Milwaukee alders (this week) demand a full history of outside-agency searches and auto-suspend on unauthorized personal use after MPD officer misuse.
Why it matters
Not a generic privacy protest — a contract-compliance kill with cameras bagged before the vote. “Auto-renew” and outside-agency search logs are now line items. Milwaukee’s suspend-on-misuse ask matches Flock’s own Audit Assistance pitch; cities are writing it into policy anyway.

St. Louis County Sheriff ended Flock after Duluth PD did the same. 5 of 10 county cameras stolen this summer (~$1,000 each to replace); Duluth had 6 of 9 stolen/vandalized in June–July. Sheriff Ramsay: some crime success, “not to warrant the cost” in rural areas; still believes in the *technology*, not this brand/price. Commissioner Harala: pushback from urban and rural, left and right. MN already has relatively strong ALPR statute; brand trust was the gap.
Why it matters
Third cancellation *reason* in 24 hours: not just privacy or audits — vandalism TCO + rural hit-rate. Pole-mount ALPR RFPs need theft/vandalism SLAs and a rural density model, or sheriffs will just turn them off.

Why it matters
This is NVIDIA’s answer to Qualcomm’s Dragonwing/IMSDK push (briefed yesterday): a cheap, cooler, VLM-capable camera/analytics SoM the existing Jetson channel can drop in. IVS OEMs should prototype on Nano Super now and treat Nano 2 as the 2027 SKU for multi-cam + radar fusion boxes — not a 2026 ship date.
