IVS / Edge AI Research Brief

Overall assessment

Signal level

High on a unanimous Illinois early-exit, a Metro Detroit no-swap disconnect, and a national procurement story that names sole-source letters and plate opt-out.

Notable trends

  1. Overnight LPR is early-exit + priced removal (Plano) and admin non-renew with no replacement (Madison Heights), not another six-month pause.
  2. InvestigateTV makes under-threshold POs and cloned sole-source letters the policy exhibit councils will read.
  3. Edge this window is AMD’s 192 GB Halo box against yesterday’s RTX Spark, not a Hailo/DeepX module.

Gaps

No 48h VMS SKU (Genetec 5.14.1 is Sept 30; Verkada Oct 8 already numbered 10-07). No new Hailo / Qualcomm / DeepX module SKU. Tuesday 10-13 cs.CV new list not posted as of ~07:25 PDT (still Monday 12 Oct); Lab items are Monday leftover /abs/ papers plus Ultralytics 8.4.176.

Mix counts

LPR 3 / VMS 0 / Edge 1 / Policy 1 / Lab 4. LPR+Policy city/contract = 4/9 = 44%.

Now vs On deck

Now 5 (items 1–3, 5, 9) · On deck 4 (Golden, SpatialASM, event-AR, MemReg).

Plano, IL unanimous: end Flock early; 4 cameras off now, $500/cam pull before Dec. 10

    Key point

Plano (Kendall County, Illinois) City Council voted unanimously Monday to terminate Flock early and pay $500 per camera for removal before the contract ends Dec. 10. Chief Norm Allison said Flock will deactivate immediately; three of four units come down within 30 days; the fourth sits on IDOT right-of-way and needs state permitting. A grant paid for the four cameras and one year of service. Allison had recommended the pull over resident privacy and documented police misuse elsewhere in Illinois. Alderman Neal Veen asked staff to confirm the units are actually off.

    Why it matters

This is a grant-funded early-exit with a priced removal line. Bid the $500/cam pull plus an IDOT-ROW delay; do not treat “deactivate” as hardware gone.

Madison Heights, MI: 3 Flock ALPRs stay bagged; city will not renew; no swap vendor

    Key point

Madison Heights announced Sunday it will disconnect its three Flock ALPRs and not renew. The units have been covered since Sept. 23. Staff said Flock did not give “clear and reliable safeguards” on access and sharing. City Manager Melissa Marsh told local reporters the city has no plan to buy another ALPR. Private / business Flock contracts in town are unaffected. Metro Detroit count of cancel / pause / non-renew is now at least 14 (including already-numbered South Lyon and Village of Milford).

    Why it matters

Oakland County is now an admin-disconnect, no-swap market. Do not bid Axon/Motorola into Madison Heights unless council puts a vendor on the agenda; private HOA/retail Flock is a separate SOW.

InvestigateTV: Flock often landed under the vote threshold — $24,990 batches, cloned sole-source letters, plate opt-out

    Key point

Gray’s InvestigateTV shows ALPRs installed and paid before council votes. Maryville, TN PD started Flock in 2020; council voted in July 2024 only when a state ROW permit was needed. Knox County bought in $24,990 lots — $10 under the $25,000 mayor-review trigger — plus split $12,500 invoices; more than $250k was spent before commission saw a contract; the county later covered remaining units. Identical sole-source letters (CEO Garrett Langley) went to cities including Dallas ($5.7M, already numbered as a keep) and Warren, MI. Letters still advertised “privacy controls to enable certain vehicles to ‘opt-out’”; Flock now says that LE Safe List was withdrawn and leftover letters were “outdated… in error.” Maryville’s whitelist is three plates, no names, no policy — PD says misread suppression, not VIP cover. Flock: agencies own procurement rules. Institute for Justice: 250+ cancel / non-renew.

    Why it matters

RFPs will now ask who signed, whether it was sole-source, and whether a plate whitelist exists. Put competitive bid, council minute, and “no opt-out class” in the cover letter; $24,990 splits are a protest exhibit.

Golden, CO: 11 Flock cameras, $27.5k/yr through July 2028, on tonight’s study session

    Key point

Golden has used Flock since 2023 (11 cameras, $27,500/yr, expire July 2028). Councilmembers Sandra Knecht and Emily Kurzinski sponsored a proposal to discontinue Flock and write a citywide public framework for future surveillance (collection, search, sharing, AI, harm controls). Chief Michele Wagner’s memo: ALPRs helped property recovery, missing persons, warrants, and mutual aid; PD already added audits, limited sharing, and 30-day retain. Study session is tonight; no vote in this window. Neighbor Lafayette is already on a 2027 shall-not-fund first reading (numbered 10-12).

    Why it matters

Front Range is a budget-and-framework fight, not just bag-and-tag. If Golden votes, quote the July 2028 remaining term and the 30-day / no-share amendments already in PD policy.

AMD Ryzen AI Halo: Max+ PRO 495, 192 GB unified, $7,299 at Micro Center

    Key point

AMD’s Halo developer mini-PC now ships the Ryzen AI Max+ PRO 495 (16 Zen 5 / 32 threads, Radeon 8065S 40 RDNA 3.5 CUs, XDNA 2 NPU 55 TOPS, 61 TFLOPS FP16, 120 W). 192 GB LPDDR5X-8533 unified (273 GB/s); up to 160 GB as graphics memory; AMD claim: 300B+ parameters at 4-bit, multiple agents with discrete KV caches. Linux SKU $7,299.99 in-store at Micro Center (2 TB SED SSD, 10GbE, Wi-Fi 7); original 128 GB / 395 SKU was $3,999. Windows / Project Zenith config later. ROCm, PyTorch, Ollama, llama.cpp, LM Studio. Positions against NVIDIA RTX Spark (numbered 10-12).

    Why it matters

This is a desk-side VLM/agent box you can sit next to an NVR, not a locked camera SKU. Accelerated compute beats locked “AI cameras” (model swap vs 36–84 month refresh).

  6. 6

SpatialASM: train LVLMs to revisit the scene from task-relevant viewpoints

    Key point

Yuhong Liu et al. name Active Spatial Mentalization (ASM) — humans re-look a scene from the viewpoint the question needs; current LVLMs do not. SpatialASM uses an allocentric novel-view generator plus two supervisions: explicit ASM trajectories (when to plan a view) and auto-built perspective-taking tasks. Gains on seven spatial benchmarks across four LVLM backbones, without dropping general vision. Aimed at the shortage of spatial chain-of-thought labels.

    Why it matters

Occupancy / “what’s behind that truck” queries fail when the model never changes viewpoint. This is the training recipe, not a camera SKU.

  7. 7

Event cameras for long action sequences: multi-frame MAE beats single-frame event stacks

    Key point

Emma Norrby, Tomas Wilkinson, Per Nyblom, and David Gustafsson argue single-frame event representations collapse on long, complex sequences. They pre-train a ViT with masked auto-encoding, sparsity-aware masking, token selection, and multiple position-aware mask tokens. SOTA on THU-EACT-50 CHL and DailyDVS-200. Pitch: event cameras keep fast motion and more privacy than RGB.

    Why it matters

Event / neuromorphic SKUs show up in perimeter RFPs as “privacy cameras.” Demand a multi-frame model; a one-frame event histogram will miss a long loiter.

  8. 8

MemReg: streaming outdoor LiDAR registration with hybrid pose memory (NeurIPS 2026)

    Key point

Jiuming Liu et al. drop pair-wise LiDAR registration for a multi-frame net with an implicit feature buffer and an explicit pose buffer, plus dynamic history weighting. SOTA on KITTI, nuScenes, and Apollo-Southbay, beating pair-wise methods and multi-frame SLAM; also competitive on indoor 3DMatch / 3DLoMatch / ScanNet. Code: github.com/IRMVLab/MemReg.

    Why it matters

Site survey and mobile-patrol 3D is a stream, not a pair of scans. Low-overlap / sparse frames are the failure mode this memory is built for.

    Ultralytics 8.4.176: YOLO-World checkpoints 328 MB → 26 MB after set_classes

    Key point

After set_classes(), YOLO-World no longer caches the CLIP text encoder by default. yolov8s-worldv2.pt custom-vocab checkpoints drop from 328.5 MB to 25.8 MB with identical reload predictions; CLIP cache is opt-in. Also: confidence-ordered val matching; YOLOE resume keeps the fused head; MobileSAM FP16 empty-mask fix; OpenVINO NPU batch/depth; ONNX GPU custom input names; ReID crop channel-swap fix; Hailo-8 Pi 5 doc benchmark image (not a new module). No new architecture.

    Why it matters

Open-vocab LPR/object packs are now small enough to ship to a Jetson or Pi without dragging CLIP. Pin 8.4.176 on any YOLO-World edge image.
