IVS Briefs
IVS / Edge AI Research Brief
Overall assessment
Signal level
High on Dallas 321 actually dark, New Bedford’s 8–3 enforceable pause, Livingston’s first LA parish ROW ban, and a real Jetson VLM paper.
Notable trends
- Texas freeze: 321 off, ~300 stay, CEO meeting this week.
- Policy is ordinance (New Bedford, Livingston) plus a state ask (Philly).
- Edge SKU is thermal + STM32N6 NPU, not another Hailo module.
- Lab is token-prune a 7B VLM on Orin and a 400-cam ITS fabric.
Gaps
No new Genetec/Milestone/Axis VMS SKU (Columbia is a case study). No new Hailo/DeepX/Jetson module SKU. Tempe ban is Oct 15. Lebanon 09-22 follow-up still silent.
Mix counts
LPR 1 / VMS 1 / Edge 1 / Policy 3 / Lab 2. LPR+Policy city/contract = 4/8 = 50%.
Now vs On deck
Now 6 (items 1–5, 8) · On deck 2 (Rift, TrafficFab).

Key point
Confirmed: 321 state-grant Flock readers went offline after Abbott’s freeze. ~300 city-funded cams remain (Sept 8 briefing listed 684; 684−321=363, so “~300” is not an exact inventory). Chief Daniel C. Comeaux told FOX 4 he will meet Flock’s CEO the week of Sept 28 on misuse safeguards; DPD says no misuse found locally. Dallas Express: restoring 321 at the March $3,300/cam/yr figure is ~$1.06 million annually; shutdown does not prove old records were erased. Hardware removal unconfirmed.
Why it matters
Friday’s gap is closed: half the fleet is dark. Quote $3,300 × 321 vs the $1.5M city keep. The CEO meeting is the backfill pitch.

Key point
Council 8–3 gave first approval to a short ordinance that bars operating, expanding, or renewing ALPRs until permanent rules exist. Sponsor Shane Burgo: temporary, to hold the line through the Nov 12 Flock contract date. Nay: Naomi Carney, Brian Gomes, Shawn Oliver (says rushed). Next: no-objection path back in October to be “ordained,” then Mayor Jon Mitchell has 10 days to sign, ignore, or veto. Override needs eight votes — the same count that passed Thursday. Cams still off since the officer-misuse audit.
Why it matters
This is enforceable language, not a floor motion. A Mitchell veto is the next clock. Do not bid a Flock renewal in New Bedford until that 10-day window closes.

Key point
Council unanimous on Councilman Ryan Chavers’ ordinance: no new privately owned ALPRs / “cameras that do that” on parish-owned land and rights-of-way. Effective immediately. Existing cams grandfathered if owners self-report install date, brand, and count (HOA Easterly Lakes asked for that). Parish may remove new installs after Thursday. Private cams on private lots still allowed. Councilwoman Erin Sandefur: will revisit as tech changes. First such parish ordinance in Louisiana.
Why it matters
HOA / subdivision Flock poles on parish ROW just became a permit problem. Grandfather only if they file. Don’t plant a new reader on Livingston Parish pavement.

Key point
Council unanimous on at-large Rue Landau Resolution 260730: General Assembly should ban ALPRs or write strong guardrails (warrant to track a person/plate, short retain, limits on share, transparency). Resolution cites Flock accepting vague search justifications including “investigation” and even “hehehe.” Landau: Flock is one name; more are coming. Philly PD does not buy Flock; it confirmed 137 ALPRs of other types. Gov. Josh Shapiro has said he is open to a statewide Flock ban. ≥9 PA bills already filed.
Why it matters
A statewide PA ban/guardrail is now a council ask, not a blog. Quote warrant + short retain if you still bid ALPR in Pennsylvania.

Compact LWIR camera for UAS / robotics / industrial: STM32N657 Cortex-M55 @ 800 MHz, 600 GOPS Neural-ART NPU, hardware ISP. Lynred ATI320 8–14 µm, 320×240 @ 60 fps, NETD <50 mK. 32 MB RAM, 64 MB NOR. Image path <50 ms; AI inference <100 ms (model-dependent). Fully offline — custom models for detect / anomaly / temperature events, no cloud.
Why it matters
Thermal + on-box NPU is a perimeter SKU, not a locked AI dome. Spec the STM32N6 + your model. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Key point
Exhaustive tiled VLM inference on high-res imagery is slow and hot. Rift finds answer-invariant token redundancy (tiles/tokens you can drop without changing the answer): query-conditioned tile prune, then elastic prefill. LLaVA-1.5 7B on Jetson AGX Orin: vs exhaustive tiling, 78% less energy, 69% less latency, accuracy 45% → 73%. Aimed at onboard satellite Q&A; the trick is generic to any tiled VLM.
Why it matters
Wide-area / UAV / 4K VLM RFPs will ask if you tile the whole frame. Keep the Jetson, prune the tokens. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Autonomic testbed for megacity traffic video: RTSP emulation, heterogeneous edge DNN inference, cloud ST-GNN nowcast/forecast, foundation-model-assisted federated learning. Hardware mix: Raspberry Pis, Jetson accelerators, GPU fogs, private cloud, VMs. Sustains real-time analytics for ≈400 live cameras (10% of Bangalore) and scales the math for larger slices. Closed-loop ops + longer-horizon planning.
Why it matters
City ITS RFPs will ask for edge Jetson + fog + FL, not one GPU in a closet. Bid the fabric, not a locked camera brain.

Borough of ~10,000 (Lancaster County) + integrator App-Techs: distributed wireless video across downtown, buildings, parks. ~83 feeds, 4K multi-lens and PTZ, mostly i-PRO. XProtect servers in the municipal building and a park office; live to patrol laptops and event phones. Dispatchers are the day-to-day operators. Next: object-search analytics (vehicle type/color) and possible gunshot detection. Wired plant was impractical.
Why it matters
Small-city VMS win is wireless + open VMS + i-PRO, not a new SKU. Quote 83 feeds / two servers / in-car live on the next borough RFP.
