IVS Briefs
IVS / Edge AI Research Brief
Overall assessment
Signal level
High on Dallas cutover (tomorrow) and on a real Dragonwing multi-cam box. GSX week is VMS/search, not a new Genetec SKU.
Notable trends
- Dallas is half-dark, 365-day retain, TX-only share.
- Keep-path elsewhere is shorter retain (Boulder) or ordinance-before-buy (New Bedford).
- Edge news is a Qualcomm box with 8 GMSL2, not another locked camera.
- Lab is edge video agents + world-model failure + event-camera air-ground.
Gaps
No new Hailo/DeepX/Jetson module. No new Genetec/Milestone/Axis VMS SKU (OpenEye is cloud-search at GSX). Boulder page was Cloudflare-limited; facts from the Daily Camera lede. week crawl ran in parallel with primary fetches.
Mix counts
LPR 1 / VMS 1 / Edge 1 / Policy 2 / Lab 3 (LPR+Policy = 3/8 = 38%).
Now vs On deck
Now 4 (items 1–4) · On deck 4 (OpenEye GSX, CFD, FARM, EVPeriscope).

Key point
DPD turns off 321 grant-funded cameras Sept 15 (Abbott freeze). 689 total; the rest stay. PSC (Sept 8) + Flock’s Trevor Chandler: stills of the rear of the vehicle, not continuous video; people can appear in frame but no FR and cannot search humans. City owns the data. 365-day retain (Flock default is now 7). ~1,900 of ~3,400 sworn have access after training/test; every search needs offense type, reason, case number. Share out to 202 TX partners (100-mile + larger TX agencies); no out-of-state. DPD can search 1,028 other agencies. Cost briefed: $3,300 to buy + $3,300/year. No DPD misuse reports yet; Chief Comeaux: misuse “come see me.” Council still funds the remainder; full budget Wednesday.
Why it matters
Largest TX city is a partial dark, not an exit. Quote two networks: grant poles vs city poles. The 365-vs-7 retain fight is now on the record. Map who Dallas can query (1,028) vs who can query Dallas (202).

Key point
City will not rebid ALPR this year (it had said it would last spring). Flock stays at least until spring 2027. Retain cut 28 days to 14; staff will ask the DA if it can go shorter without killing prosecutions. Contract is an admin decision (City Manager Nuria Rivera-Vandermyde + Chief Stephen Redfearn), not council. Policy/engagement sessions coming.
Why it matters
Keep-path is shorter retain + delay the RFP, not a dashboard. If the ALPR PO is under the city manager, a council “ban” motion may not even be the kill switch.

Key point
Councilor Shane Burgo’s draft: let the current Flock deal expire; no buy/renew/expand of LPR or other mass location-tracking without a hearing, published privacy study, data rules, and a yes vote. Disclose camera sites. Searches generally need warrant / court order / documented case number. Ban selling data and most voluntary share with federal, out-of-state, or private. Vendor must return/delete on exit. Annual audit + public report. PD already suspended in August after two officers used Flock on romantic partners (DA referral). ACLU-MA: ≥25 Massachusetts munis canceled/suspended in 18 months. Beacon Hill is now talking statewide guardrails. Full council Sept 24 (second reading Oct 8).
Why it matters
This is the municipal statute template: warrant-or-case-number, no ICE/out-of-state default, vendor delete-on-exit. Copy it into MA/Northeast RFPs even if the city still wants plates.

Key point
New fanless box: Qualcomm Dragonwing IQ-9075, up to 8 synchronized GMSL2 cameras (I-PEX FAKRA Z, 15 m cable), −40 to 70 °C. Demo: YOLOv10n across 8 channels at 29 FPS. Second demo: GenieX on-device VLM (NPU/GPU/CPU, GGUF via llama.cpp, OpenAI-compatible server) on EXMP-Q911 COM-HPC Mini — no cloud. Workshop today at Qualcomm Santa Clara with EyePop. IQ-9075 is a different, higher Dragonwing than the IQ-2390 (1.1 TOPS) briefed 09-04.
Why it matters
This is a bus/truck/AMR multi-cam box, not a locked dome. Spec IQ-9075 + GMSL2, swap YOLO/VLM later. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Key point
Cloud VMS shop showing natural-language visual search and alerting in OpenEye Web Services, expanding cloud camera lineup, active deterrence (speaker/warn), occupancy/traffic-count. Panel with Mars Pet Health: merchandising, cleaning, safety-round, inventory, HR summaries funded by ops departments, not just security.
Why it matters
If you already sell OWS, the SKU to demo this week is NL search + Visual Check, not another NVR. The close is other departments pay for the cameras.

Key point
Hours-long video on edge budgets. One offline caption pass builds a dual index (event skeleton + clip micro-log). Query-time Visual-Need Router fetches keyframes only for appearance/OCR/attribute questions; “what happened when” stays in language. Caps per-query frames regardless of video length.
Why it matters
This is the IVA-agent cost model: don’t stream 4K to a VLM for “was the dock busy at 2 a.m.?” Pair with a Jetson/IQ-9075 box that captions locally and a cloud MLLM that asks for frames.
- 7
Key point
Don’t train a new monitor. Read failure from frozen VLA-JEPA predictive states with a 33,985-param head. Pooled 85.7 / 88.6 AUROC/AUPRC; best Seen among 15 baselines on a 10-task bench. Transfers across PIPER X, SO-101, Franka. 0.23 ms extra CUDA once the state exists.
Why it matters
Physical-AI / AMR sites will ask “how do we know the robot failed?” A tiny readout on a frozen world model beats a second locked camera. Keep the backbone, swap the head.

Key point
Upward event camera on a UGV localizes a quadrotor from high-frequency prop flicker — no fiducials, works in 15 mph wind, day and night, through dense foliage when the ground robot’s sensors are occluded. Quad control 200 Hz onboard. Marsupial air-ground team: the drone becomes extra perception for the ground vehicle.
Why it matters
Campus/plant drone + rover jobs fail on motion blur and lighting. Event cameras + prop signature is a sensor to spec next to RGB, not a cloud VLM.
