Seven cameras: one on city ROW (April 2025) plus six on TxDOT ROW (April–May 2026); initial cost $21,000. Packed chamber; privacy comments. Same week as Bastrop’s category-ban vote. Kyle still on Flock after a kidnapping/stolen-car assist.
Why it matters
Closed Central Texas vote, not a bag-and-wait. TxDOT-ROW poles are in the mix — confirm who owns the mount before you quote a takedown. This is Sheboygan’s fork (no replacement named), not Kenosha’s.

Former officer Tonya Baker indicted by a New Hanover County grand jury on one count of misdemeanor misuse of a license plate reader system. SBI opened in July after the WBPD chief and DA requested help following an internal audit. Nature of the misuse not released. Court Oct 12. Investigation ongoing. Same 48 hours as the county’s Flock cancel. Brunswick County SO also has an SBI misuse probe after a resignation.
Why it matters
North Carolina already has a criminal statute for LPR misuse — Queen Creek had to write a town ordinance because Arizona does not. Integrators in NC: audit logs and “case number required” are now charging documents, not policy theater.

Why it matters
Plant/3PL camera RFPs will start asking for hazard VQA, not just PPE detection. Use this bench to fail a vendor’s “our VLM does warehouse safety” slide. On-prem VLM on a Jetson/Thor box beats a locked AI camera when the risk taxonomy changes.

Single-pass VLMs freeze the video context. VLX-VR is trained with RL to decide what evidence to fetch, read_memory / write_memory, and when to stop. MINERVA: 78.79% acc, stable across short/medium/long (76.7 / 78.7 / 80.9). 96.2% of correct traces match reference evidence. Counting, state-change, causal, and spatial still hard.
Why it matters
Pair with yesterday’s ReactVAU: cheap filter, then an agent that queries memory instead of re-ingesting the whole stream. That is the IVA-agent architecture to spec on a box, not a camera firmware drop.

Offline grounding drifts under causal streams (ID swap, occlusion). TempoGround associates 2D IDs, predicts presence state (new / continue / leave), decodes the 2D box, lifts to a camera-frame 3D box. Streaming Grounding Reinforcement with Grounding / Identity / Consistency rewards. Gains: F1_2D@0.5 +4.4, F1_3D@0.25 +6.2, AP_3D +7.5.
Why it matters
Open-vocab “track the red forklift until it leaves aisle 4” is a streaming job. If the VLM cannot keep ID across frames, the alert is junk. Ask vendors whether grounding is clip-based or causal.
