IVS Briefs
IVS / Edge AI Research Brief
Overall assessment
Signal level
High on Dallas’s 90-day grant-camera keep (reverses the 09-28 dark result), two Pinellas deputy arrests, Tewksbury’s no-replacement-vendor kill, and San Jose’s criminal-penalty ordinance instruction.
Notable trends
- State-grant death is now a vendor 90-day bridge, not an automatic dark.
- Kill language is splitting: no other vendor (Tewksbury) vs expire and walk (Cle Elum) vs keep + criminalize (San Jose, Dallas).
- Misuse cases are landing as felony arrests of the deploying agency’s own deputies, with sheriffs still defending the cameras.
Gaps
No 48h VMS SKU (Genetec ranking / State of Physical Security are reprints; Milestone Similarity Search numbered 09-30; Verkada software roll is Oct 8 from a Sept 17 launch). No new Hailo / DeepX / Jetson module. Cle Elum is a real expire (honorable) — not padded as a seventh Flock pullout. 404 Media HIDTA still paywalled. Pinellas TCPalm / WTSP blocked; facts from Bay News 9 + WFLA.
Mix counts
LPR 2 / VMS 0 / Edge 2 / Policy 2 / Lab 2. LPR+Policy city/contract = 4/8 = 50%.
Now vs On deck
Now 5 (items 1–5) · On deck 3 (ENERZAi, GaugeVLM, PhyProbe).

Dallas Police Chief Daniel Comeaux met Flock CEO Garrett Langley Wednesday. Flock agreed to keep the state-grant cameras online 90 days after Abbott’s Sept. 1 pause. CBS Texas: DPD has 684 cameras, 321 grant-funded; FOX 4 counts ~300 city-funded plus 320 grant units. The meeting covered data-upload policy, audit safeguards, and reporting. Comeaux: technology can be an important tool, but DPD has a responsibility to understand how data is used and protected. Langley: proud of the impact, look forward to continuing the work. Flock is cutting default retain 30 → 7 days, adding Evidence Mode, and requiring a case code on every search (emergency override). DPD says no local misuse. Oversight-board member Brandon Friedman called DPD’s Flock policy “barely 900 words.” Wylie is off at end of October; Hood County shut in August. Peregrine CEO Nick Noone also met Comeaux.
Why it matters
This reverses the 09-28 dark-grant result. Bid vendor-funded 90-day bridge + 7-day retain + case-code search when a state grant dies and council already kept the city-funded half.

Sheriff Bob Gualtieri said a media inquiry triggered an internal review after the office first treated the queries as valid. Former Deputy Carl Gwynn ran 381 searches across Flock and other law-enforcement tools on a woman he was pursuing; he first claimed official purpose, then admitted he wanted a relationship after she rebuffed him. Charged with four counts of unlawfully accessing a computer system and one count of official misconduct; resigned. Former Deputy Travis Stanton used databases to pursue a 17-year-old girl (job, school, family); Gualtieri: “what he was doing with a 17-year-old girl was horrible,” and “there’s more to it than just accessing databases.” Felony charges; resigned. Gualtieri: “people problem,” not the product; the office will add random checks and flag a single tag queried a high number of times. As of Tuesday night ~11 state-road Flock units still awaited FDOT-ordered removal (the agency, not PCSO, pulls those). He is keeping non-state-road ALPRs.
Why it matters
Quote high-tag-query alerts + random audits + case-code search in every Florida and national ALPR RFP. Misuse arrests now land on the sheriff’s own deputies, and the cameras stay.

After Friday’s Flock drop, Chief Ryan Columbus told the Select Board: “We have stopped using our current license plate readers and have no intention of bringing back the use of license plate readers with another vendor.” Sharing access is already cut; 20 cameras were to be covered Wednesday pending vendor removal (no hard pull date). Oct 6 special Town Meeting takes Articles 21 and 22 (Select Board member James Mackey): a surveillance-oversight bylaw plus ALPR limits. Columbus warns Article 21 could sweep records systems, GPS, drones, interview rooms, and borrowed gear. Neighbor Billerica Chief Roy Frost is keeping 9 Flock cameras (6 in 2024 + 3 this year): 7-day retain, Massachusetts-local sharing only, no federal/ICE, weekly audits, supervisor/detective-only after the national misuse wave, 50+ cases since 2024.
Why it matters
This is a category kill, not a Flock-to-Axon swap. Do not bid a replacement LPR into Tewksbury; the live room is Billerica-style 7-day + named sharing + weekly audit. Watch Oct 6 for how broad the bylaw goes.

Five councilmembers unanimously instructed the city manager to draft an ordinance listing unauthorized Flock uses and civil and criminal penalties. Staff is to study: no personal-device access, MFA, and audits overseen by the Independent Police Auditor plus other departments; also lobby Sacramento for criminal penalties that cover ALPR databases (current law is aimed at legacy systems). Staff analysis ~3 weeks, then Rules, then full Council. ~500 cameras stay. March already cut retain 1 year → 30 days and banned capture at houses of worship, reproductive-health clinics, and consulates. SJPD fired an officer in April for querying a woman who had accused his cousin of domestic violence. Two lawsuits pending (SIREN/CAIR state; three residents federal, motion to dismiss Thursday). Vice Mayor Pam Foley: “I can’t express enough how concerned we are about the breach.” Protestors asked for a full IPA/auditor review before any keep.
Why it matters
Big-city path is keep + criminalize misuse, not pull. Bid MFA, no BYOD, IPA-grade audit, 30-day retain as the California default packet.

Advantech launched the ASR-D501, a fanless AI companion / mission computer for autonomous UAVs on Qualcomm QCS6490: up to 12 TOPS inside a sub-10W envelope, 100 × 60 mm, ~50 g without heatsink, 5–12 V. Five 4-lane MIPI-CSI inputs (RGB / mono / stereo), 2.5 GbE, two USB-C 3.2 Gen2, CAN-FD / UART / I2C / GPIO for LiDAR, IMU, flight controller, ESC, and BMS. Wi-Fi 6E, Bluetooth, and 4G/5G via M.2 plus Nano-SIM. Ubuntu 24.04 LTS plus Advantech Robotic Suite for Drone (ROS 2, MAVLink / MAVSDK / MAVROS, PX4, ArduPilot) for onboard detect/track, VIO/SLAM, obstacle awareness, and GNSS-denied nav. Industrial: −20–70°C, 3.5 Grms, lockable connectors, long-term lifecycle. Roadmap: IQ9075M for higher AI; CQ8 mid-range in 2027.
Why it matters
Quote QCS6490 companion + ROS 2 / PX4 for aerial and GNSS-denied sites instead of a locked camera NPU. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

CTO Jaeyoon Yoo says ENERZAi is moving past bit-width contests into full-stack edge optimization: Quantization-Aware Training to 1.58-bit, custom kernels in the Nadya language, and the Optimium runtime. They ran a 1.58-bit Qwen 3 1.7B on a Qualcomm IoT Hexagon NPU. Partners named: Synaptics (Torq compiler), Broadcom (IBC 2026 set-top demo; Network X 2026 gateway next), NXP, Qualcomm, MediaTek, Advantech. 3 million LG Uplus set-tops already run a voice-command model. Selected for Qualcomm AI Innovator Program 2026; on-device agent demo at the Oct 21 Industrial AI EXPO (own booth + Qualcomm pavilion). Two-year goal: deploy optimized kernels across major NPU vendors. Yoo: 1.58-bit is the commercial sweet spot vs 1.25-bit research — same memory envelope can hold a larger model (example: 1B @ 4-bit → ~2.5B @ 1.58-bit).
Why it matters
Track Optimium + 1.58-bit when a site wants a larger VLM on the NPU they already bought. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Hongbo Wang et al. (CASIA / collaborators): VLMs contradict themselves across views of the same spatial relation and fail to update when that relation changes. GaugeVLM builds linked observations in explicit 3D scenes with controlled object and camera interventions and measured relation deltas. Core loss GaugeDPO turns those measured errors into preference margins, canonical cross-view rankings, and view-specific scales. Improves all 10 established spatial metrics over SFT on three VLM backbones; main 7B model +15.0 pp MSMU distance and +18.9 pp QSpatial+. Gains transfer to autonomous driving and embodied reasoning.
Why it matters
Spatial VLMs that flip left/right across cameras are a site-acceptance failure. Watch GaugeDPO-style measured 3D supervision for multi-cam yards and GNSS-denied interiors.

Max Ku, Jiaojiao Fan, Zekun Hao, Francesco Ferroni, Heng Wang, Wenhu Chen, Ming-Yu Liu, Prithvijit Chattopadhyay: off-the-shelf VLMs are myopic on physical dynamics; human-tuned evaluators overfit. PhyProbe freezes a pretrained spatio-temporal encoder, maps features through a light scoring head to a [0, 1] physical-violation score, and trains a unified objective: pairwise ranking, regression on noisy scalars, and anchor calibration. Largest gains on no-correspondence and generated-vs-generated pairs where prior fine-tunes collapse. Rank-based and linear metrics agree, so scores are ordered and anchored. No explicit general-preference labels, yet it is competitive on human-preference benches — physics violations travel with broader quality drops. NeurIPS 2026 poster.
Why it matters
Use a physics-violation score as a gate on synthetic training video and VAD demo reels before they hit a customer POC.
