IVS Briefs
IVS / Edge AI Research Brief
Overall assessment
Signal level
High on AMD–World Labs $8.2B, Auburn’s 9.8M-search dump, and a $2B USAF camera IDIQ.
Notable trends
- Spatial AI is now a chip-company M&A, not a lab poster.
- Flock fights moved from council floor to search logs (Auburn) and calendar expiry (Pinal, Dartmouth).
- Keep-with-guardrails (West Lafayette 7-day) sits next to hard stops.
- Edge SKU is an industrial Sitara SoM, not another Hailo HAT.
Gaps
No new Genetec/Milestone/Axis SKU (Milestone is share, not code). No new Hailo/DeepX/Jetson module. Newburgh 09-28 vote result still unpublished. Lebanon, OH Sept 22 follow-up still silent.
Mix counts
LPR 2 / VMS 1 / Edge 1 / Policy 1 / Lab 2 / Other 1. LPR+Policy city/contract = 3/8 = 38%.
Now vs On deck
Now 7 (items 1–5, 7–8) · On deck 1 (EdgeVLN).

Key point
All-stock deal ~$8.2B, expected to close by end of 2026. World Labs builds spatial-intelligence models that generate, reconstruct, and simulate interactive 3D worlds from text/image/video, plus robotic learning. Dr. Fei-Fei Li joins AMD as EVP and chief scientist, reporting to Lisa Su. Team stays on model research. Marble (2025) is the commercial world-gen SKU. AMD had already invested and partnered on training/inference.
Why it matters
World-model RFPs will now ask AMD + Marble, not only NVIDIA Cosmos. Quote spatial sim + on-prem reconstruction, not a locked camera brain. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Newsroom reviewed 9.8 million searches of Auburn’s Flock network. Federal immigration agencies searched it ~4,000 times before PD cut sharing: CBP 3,740 + HSI 251. Auburn PD itself logged 2,089. Most CBP/HSI hits clustered July–August 2024; last immigration search Aug 23, 2026. 99.7% of those federal searches also hit ≥100 other networks. Of PD’s 2,089, 537 (25.2%) had no case number. 10 poles still up as of Monday; PD says it no longer has access to the data. Removal ownership (city vs Flock) is open.
Why it matters
The bid question is who can search the network, not plate accuracy. Quote named sharing lists + case-number logs or lose the room.

Council will consider a resolution that does not kill the four-camera Flock contract. It would cut storage from the 2022 30-day cap to 7 days unless tied to an open case, and bar expansion into video recording, live feeds, or voice. That 7-day window already matches Chief Adam Ferguson’s current PD policy. Sponsor Stacey Burr: this will not answer third-party access outside WLPD. Next step after Oct 5 is more vendor-control work.
Why it matters
Guardrail keep, not a ban. Bid 7-day retain + no video SKU if you want this campus city.

Multiple-award Global Unified Airbase Readiness and Defense (GUARD) covers design, site survey, install, SE, test, A&A, training, and sustainment of Integrated Base Defense Security Systems — fixed cameras and intrusion detection, tactical force-protection kits, delay/denial. Explicit ask: move IBDSS to a modular open systems architecture and pull in IoT, cloud, and AI. Follow-on to IBDSS Next (2023). Deltek: $177.3M already on that vehicle. Share: Parsons 27% / $48.7M, CACI 27% / $47.4M, M.C. Dean 23% / $41.7M, Johnson Controls 22% / $39.5M. Sunsets Feb 2027–May 2028.
Why it matters
Open-architecture camera + VMS + analytics on a $2B IDIQ. Comment the MOSA interface by Oct 14 if you want on the vehicle.

Omdia 2025: Milestone is the largest single VMS/VSaaS provider in EMEA at 19.1%. That rank is unchanged since 2021. The EMEA VMS+VSaaS pool grew 10% in 2025 to USD 573 million, with Middle East and Eastern Europe the fast slices. CRO Morten Illum: customers want open video they can evolve as AI and cloud change what video is for. UK/Ireland: London Concept Centre with Axis, Bosch, Gallagher, Hanwha, Honeywell, i-PRO, ADI, Oprema, Zenitel, 2N. Hafnia video-data library + brighter AI anonymization sit behind the AI pitch.
Why it matters
Use 19.1% / open platform / Concept Centre on the next EMEA or UK RFP. No new XProtect SKU in this window.

Quantized StreamVLN + LATTE stop-head (causal transformer on backbone hidden states) through a llama.cpp VLN driver that reconstructs streaming context and prunes memory tokens. On Jetson Orin NX 16 GB: only IQ4 NL fits the board (11.35 GB resident), 20.8× faster and 13.3× less energy than storage-streamed BF16. LATTE SR 58.02% on 1,839 R2R VLN-CE val-unseen, beating the BF16 baseline at +0.013 s per step. Four-bit formats keep SR; step energy varies 36.8× by runtime. INT2 collapses.
Why it matters
Patrol-robot / UAV VLN bids will ask if the 4-bit path fits Orin NX. Keep the Jetson, pick the runtime. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Three SO-DIMM SKUs: general AM62x (quad A53 @ 1.4 GHz, M4F, dual PRU, no NPU), AI AM62A (C7x MMA up to 2 TOPS, hardware encode/decode, ISP, up to 16 GB LPDDR4), multimedia AM62P (>50 GFLOPS 3D GPU, 4-lane MIPI DSI). Target: machine vision, industrial HMI, instrumentation. Industrial temp, Linux. Not a Jetson, not a locked dome.
Why it matters
Spec AM62A + your model for low-watt vision boxes. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Pinal: Sheriff Ross Teeple non-renewed in August; Deputy County Attorney told supervisors Sept 29 is the hard stop on leased service. ROW license runs ~180 days after the Aug 12 4–1 notice (~Feb 2027) for physical removal. Cities (Casa Grande, etc.) keep their own Flock. County still runs non-Flock plate readers on anti-smuggling trucks and trailers. Dartmouth, MA: Chief Brian Levesque let the five fixed readers die today (~$20–20.5k/yr). Mobile unit already dead. Audits found no local misuse; town still wants a community talk before any next ALPR. Hardware-removal date from Flock not given.
Why it matters
Two calendars hit the same morning: service off ≠ poles down. Bid removal SLAs and a non-Flock ALPR option in both counties.
