Dallas PD has stationary ALPRs at 670 locations under a $5.7M Flock contract (vehicle units first; poles last year). Council member Adam Bazaldua will introduce a Wednesday amendment to pull $1.5M from next year’s budget — “It would, essentially, terminate the contract.” DPD says the cameras helped solve 13% of business robberies and 12 homicides this year; Chief Daniel Comeaux still supports the program. After Abbott’s state-funding freeze, a DPD spokesperson said the department has no official guidance on existing grants, already-purchased cameras, or future spend. Flock: supports “thoughtful legislation” and privacy guardrails. Bazaldua’s question: without state money, is it sustainable?
Why it matters
First major-city budget test of Abbott’s freeze. Dallas is not a 4-camera suburb — 670 poles / $5.7M is a reference deal. If the $1.5M line dies, expect copycat amendments in other Texas cities that used MVCPA / state money as the delta between “nice to have” and “we keep it.” Integrators: existing hardware does not equal a live SaaS year.

Town Manager Mark Haddad and Police Chief Michael Luth will terminate the Flock ALPR contract immediately. Chief: cameras “helped us solve real cases” but “trust and transparency have to come first.” The Police Camera Working Group keeps meeting; goal is a fully vetted, community-input recommendation at Spring 2027 Town Meeting. Official reason for killing it *before* Fall Town Meeting: avoid a contested floor fight while the group works. Town cites a Massachusetts cancellation list: Easton, Littleton, Cambridge, Watertown, Framingham, Natick, Brookline, Salem, Hopkinton, Wellesley, Bellingham, Douglas, Grafton, East Bridgewater. Haddad: “This isn’t a step away from public safety… or from supporting our Police Department.”
Why it matters
Pattern in New England: terminate the named vendor, keep the working group, promise a local/permanent SKU later. That is an RFP opening for on-prem / no-national-network LPR, not a “no cameras” vote. MA now has a public town-by-town list SIs can use as a target map.

WPB PD is putting millions into three AI stacks presented to commissioners Aug 3 by homeland-security manager Paul Allen: BriefCam — search hundreds of hours of city-owned + privately connected cameras by physical description; Peregrine — fuse reports, interviews, and footage into leads/patterns (“uncover hidden connections… with a single password”); Axon — transcribe BWC and other video so those models have more text to search. Officials frame it as a force multiplier against officer shortages. Privacy critics call it a step toward a surveillance state. (City already has a private-camera registry / Fusus-class ingest and a June Motorola/Vigilant LPR vote of $1.26M / 6 years — separate from this software buy.)

Counter-trend to DeFlock: a Florida mid-size PD is buying forensic search + OSINT fusion + BWC transcription, not poles. BriefCam-on-mixed-public-private feeds is the VMS/analytics SKU that survives ALPR politics. Watch the single-password fusion claim — that is the clause counsel will ask about (audit logs, who can run a description search).

Axis survey: 58% more comfortable with video than five years ago — 66% still fear false positives *and* misuse

Third-party survey of >1,000 U.S. adults (July 2026). 58% more comfortable with video than five years ago (20% significantly / 23% somewhat / 15% slightly); 31% neutral; 11% less comfortable. 70% extremely or very aware of cameras in public. Location comfort: transit 78%, retail 77%, campuses 73%, workplaces 63%. Only 18% have avoided a place because of cameras — 32% of Gen Z, 28% millennials, 12% Gen X, 6% boomers. What would raise comfort: used solely for safety (64%), clear signage (59%), strong data-privacy protections (51%). On AI: highest comfort with real-time threat detection (weapons/objects/behavior) and LE face-match vs known-criminal databases; 66% fear false positives, 66% fear misuse/mishandling. Why it matters
Vendor-funded, but the split is useful in RFPs: CCTV in transit/retail is not the fight; networked ALPR and workplace cameras are. Pair this with last week’s YouGov (more oppose *police plate cameras* than support them). Sales motion: signage + purpose limitation + independent false-positive numbers, not “AI.” Gen Z avoidance is the 10-year demand risk.

Why it matters
Not a perimeter-camera paper — it is a cabin/fleet DMS result, which is where a lot of edge-IVS silicon (IQ8 / Orin Nano 2 / Hailo) actually ships. YOLOv8n still winning the small-model slot is the practical takeaway for in-vehicle SKUs. Do not treat 96% mAP on a 5k-image set as a false-positive rate for ALPR or weapons.
