IVS / Edge AI Research Brief

Overall assessment

Signal level

High on College Station’s one-vote keep, the Lowell/Methuen MA cluster, the Senate CEO no-show, and a real Genetec VMS CVE.

Notable trends

  1. Texas freeze metro: sheriff keep-10 (09-
  2. then city keep-84 by 4–2.
  3. Massachusetts is vendor-control (Methuen) plus 6–5 policy pause (Lowell), not just officer-misuse.
  4. Federal keep-path is offense-type + 7-day default; CEOs skipped Hawley.
  5. VMS news is a thumbnail-auth hole, not a SKU.
  6. Edge SKU is a five-cam Rockchip module.

Gaps

No new Milestone / Axis VMS SKU. No new Hailo/DeepX/Jetson module SKU (Quectel is Rockchip). Dallas 321 dark-or-not unconfirmed this morning. New Bedford second reading, not a pass. Lebanon 09-22 follow-up still silent. GTR and CDKF-Track are 09-22 submissions (missed Thursday brief; included as Lab mix, not a Flock pad).

Mix counts

LPR 3 / VMS 1 / Edge 1 / Policy 1 / Lab 2. LPR+Policy city/contract = 4/8 = 50%.

Now vs On deck

Now 6 (items 1–5, 8) · On deck 2 (GTR, CDKF-Track).

  1. 1

College Station 4–2 keeps 84 Flock cams / ~$400k — mayor absent, four votes were the floor

    Key point

City Council renewed Flock 4–2 after ~three hours of comment (25+ speakers, almost all no). Mayor John Nichols absent (health); six voting; a 3–3 would have killed it. Yes: David White, Scott Schafer, Melissa McIlhaney, Mayor Pro Tem William Wright. No: Bob Yancy, Mark Smith. White/Schafer want guardrails, fewer poles, independent audit. Yancy: switch to Axon — Flock “shares with too many,” inflexible contracts. Two agreements: ≤$158k TxDOT roads + ≤$141,061.80 non-TxDOT. Original deal Sept 2025. Brazos sheriff keep-10 was numbered 09-22; this is the city vote.

    Why it matters

Same metro, two buyers: sheriff already kept 10; city just kept 84 by one vote. Bid named searchers + audit as the keep-slide. Yancy’s no is an Axon swap request, not a no-ALPR.

  2. 2

Lowell 6–5 indefinite pause + Methuen ends Flock — MA cluster, no local misuse found

    Key point

Lowell: 6–5 to indefinitely suspend while staff reviews usage, vendor data, and audits. 30-day retain. Yes: Kim Scott, Vesna Nuon, Mayor Erik Gitschier, Sidney Liang, Belinda Juran, Sean McDonough. No: Sokhary Chau, John Descoteaux, Rita Mercier, Corey Robinson, Daniel Rourke. Council never voted the original buy. PD posted a Flock transparency portal Monday. Methuen Mayor D.J. Beauregard + Acting Chief Jamie Moore: comprehensive audit; no known local misuse; Flock “does not provide sufficient protections or local control.” Cover cams pending removal; will pursue an alternative. ACLU: 25+ MA cities have ended/paused/declined this year.

    Why it matters

Methuen is vendor-control, not officer-misuse. Quote local data custody in every MA RFP. Lowell is a policy review pause — the replacement bid is open.

  3. 3

Senate ALPR hearing: Flock / Axon / Motorola / Verkada CEOs no-show; Flock CLO letter to Hawley

    Key point

Sen. Josh Hawley (R-Mo.) panel on ALPR / AI surveillance. CEOs of Flock, Axon, Motorola, Verkada invited; none attended. Flock CLO Dan Haley letter to Hawley Sept 8 (WSJ first): free-text search gone — must pick an FBI offense type (audit-logged); admin can require a case number; audit assistance flags odd patterns; agencies can filter which offense types outsiders may search; recommended retain 30 → 7 days (locals can still set their own); evidence mode to hold data on exceptional cases. Haley: privacy should not depend on “one vendor’s good judgement.” Flock: >120,000 cameras.

    Why it matters

Federal keep-path is now offense-type + case number + 7-day default, not a dashboard slide. Put those three in the RFP before the next Hawley round.

Genetec CVE-2026-65422 — Media Gateway API can mint thumbnails without playback rights

    Key point

Missing authorization (CWE-862) on Security Center Media Gateway API: a user without playback can still generate video thumbnails. CVSS 6.5 Medium (AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:N/A:N). Network, low priv, no user click, high confidentiality. Windows. Patch: 5.12.2.22, 5.13.3.9, 5.14.1.2 (and ≥5.14.2.0). Finders: Sirak Tsegaye (Rok$i), Yeabsira Tesfaye (Xenon), INSA. CISA-ADP: exploitation none, not automatable. Not in KEV.

    Why it matters

Thumbnail leak is still video. Patch 5.12 / 5.13 / 5.14 this week. Ask every Genetec site which build is on the Media Gateway role.

    Quectel SE200ZC-AP — Rockchip RV1126B, 3 TOPS, five 12MP cameras, 40×40 mm

    Key point

    LCC+LGA module: quad Cortex-A53, 12MP HDR ISP + 8MP AI-ISP, NPU 3 TOPS (INT4/8/16/FP16). Up to five 12MP cams (2× 4-lane MIPI CSI + DVP). Encode 4K@45 / decode 4K@30 H.265/H.264, multi-stream. GbE, USB 3.0, dual CAN FD. Linux/Debian. Commercial −25–75°C; industrial RV1126BJ −35–80°C. 1/2/4 GB LPDDR4x, 64 GB eMMC. Sampling/eval. Aimed at smart security, industrial vision, in-vehicle, robots.

    Why it matters

This is a five-cam NVR-on-a-module, not a locked AI dome. Spec RV1126B + your models. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

  6. 6

arXiv: GTR — softmax-free dense backbone, TensorRT on DRIVE AGX Thor in 2.3–8.8 ms

    Key point

Gated Token Recurrence (GTR) replaces global softmax attention with gated linear attention + alternating spatial scans, distilled from a detection-specialized DINOv3 teacher (final-layer patch tokens only). GTR-L: 58.9 box AP on COCO val after Objects365 pretrain; 1.908 ms median batch-1 FP16 on RTX 4090. Transfers to instance seg, pose, OBB, semantic, depth. Specialized chunkwise CUDA 4.0× vs FLA v0.5.0 at 1.6k tokens. TensorRT on DRIVE AGX Thor: 2.282–8.769 ms median batch-1 across evaluated models.

    Why it matters

Thor path for high-res detect without quadratic attention. Keep the SoC, swap the backbone. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

  7. 7

arXiv: CDKF-Track — cooperative 3D MOT for EdgeAI, up to +28% vs multi-agent SOTA

    Key point

Multi-vehicle 3D LiDAR detections fused with a Graph Laplacian, then cluster-aware redundancy cut, a data-driven Kalman (learns motion, not a fixed linear model), and wavelet temporal refine. First (authors) to jointly hit detection-level fusion redundancy and learnable motion in cooperative 3D MOT. On real V2V4Real: up to 27.99% tracking-accuracy gain over SOTA multi-agent MOT.

    Why it matters

Corridor / fleet RFPs will ask if the tracker fuses other cars’ LiDAR, not just one pole. Spec the association stack, not a locked camera brain.

  8. 8

Visalia keeps 9 of 22 Flock cams as the privacy fight grows

    Key point

Visalia City Council voted to continue funding nine of the city’s 22 Flock ALPRs. Partial keep, not a full pull or a full renewal.

    Why it matters

CA keep-path is now cut the fleet, keep a core. Bid 9 named poles, not 22.
