IVS Briefs
IVS / Edge AI Research Brief
Overall assessment
Signal level
High on a 75-camera sheriff terminate (Hamilton County), a grant-cam bag-after-lapse (Cle Elum), Ultralytics’ first native Versal NPU export, and NVIDIA’s Physical AI Smart Spaces 3D bench.
Notable trends
- Sheriff-scale Flock estates are now exiting on local-control, not only city-council parks pulls.
- Grant cameras stay powered after SaaS death — bagging is the interim control.
- YOLO → AMD Versal is a one-command path; NVIDIA is publishing the indoor 3D occupancy bench to score it against.
Gaps
No 48h Policy statute (Ban Flock / Hawley / Troy numbered Friday; Cleveland pause is JS-walled). No new Hailo / DeepX / Qualcomm module (Ultralytics Xilinx and SiMa.ai fill Edge). Tewksbury terminate left un-renumbered (10-01). West Lafayette vote is tonight — not padded as a seventh Flock pullout.
Mix counts
LPR 2 / VMS 1 / Edge 2 / Policy 0 / Lab 3. LPR+Policy city/contract = 2/8 = 25%.
Now vs On deck
Now 5 (items 1–5) · On deck 3 (Smart Spaces, FORESIGHT, CHASE-VLA).

Key point
Sheriff Charmaine McGuffey ended the Hamilton County Sheriff’s Office Flock contract after a pause that started Sept. 3. Residents had asked who outside the county could see locally collected data. Internal audits found no misuse in-county. McGuffey had asked Flock for explicit policies on distribution and storage; the office says it will only run ALPRs that meet privacy, transparency, and full local control. Major Tony Orue: the county started with a 2022 grant for 25 cameras and later ran 75 with townships. Newport (July) and Fort Thomas (August) already left. The office will brief the public before any future ALPR.
Why it matters
A 75-camera sheriff estate just became a replacement bid. Quote local-control / no-off-network-share as the RFP floor, and price a conventional CCTV or on-prem ALPR swap — the pause already proved they can live without Flock.

Key point
Cle Elum City Council voted 3–2 not to renew Flock. The contract expired Sept. 30. Mayor Matthew Lundh had public works bag the five city-owned cameras on Thursday because the units stayed live after the subscription ended. The city bought them two years ago on a DOJ grant. Chief Rich Albo had recommended a one-year grant renewal. Cameras outside city limits (Kittitas County Sheriff) stay on. Neighbor Ellensburg (13 cameras) is keeping Flock for now.
Why it matters
Grant hardware does not power off when the SaaS lapses. Bid a cover-and-return plus a written deprovision SLA, and do not assume the sheriff’s remaining poles are in the same contract.

LeoSight native-integrated AXIS Camera Station Pro, Axis IP cameras, and Axis body-worn into LeoCommand, its public-safety incident-command map. Dispatch and command see live video, metadata, and sensor events on the same picture as officer locations, vehicle data, and drone feeds. LeoLink pushes that picture to field units and partner agencies. CEO Mark Wood: stop piecing an incident across separate screens.
Why it matters
This is the ACS Pro → CAD/command SKU, not another VMS bake-off. Quote it in public-safety rooms that already own Axis and need the wall to talk to dispatch.

Key point
Ultralytics added a native xilinx export (vitis / vitisai / versal aliases) for Versal AI Edge Series Gen 2, including the VEK385. Path: AMD Quark → mixed-precision ONNX (backbone INT8, head left float for BF16 on the Vitis AI compiler) → .rai for the NPU. CPU-side validation before compile. Not a universal Xilinx export: Zynq, Kria, and first-gen Versal still use their own flows. Docker images also dropped unused OpenCV GUI packages (~184–305 MB smaller).
Why it matters
AMD NPU boxes are now a one-command YOLO path, not a custom Vitis lab. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

SiMa.ai (Krishna Rangasayee, ex-Groq COO; founded 2018) raised $150 million Series C co-led by Fidelity and Amplify, with Alter, Dell Technologies Capital, and StepStone. Valuation $1.45 billion (was $960 million after an $85 million Series B in July 2025). Total raised >$500 million. Pitch: energy-efficient on-device inference for robots, drones, cameras, and other physical-AI endpoints vs sending frames to the cloud / Nvidia GPUs.
Why it matters
Another funded NPU vendor in the camera-box BOM conversation next to Hailo / DeepX / Dragonwing. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

Yuxing Wang, Zheng Tang, et al. (NVIDIA / partners): first large-scale multi-class, multi-camera 3D perception bench for indoor smart spaces. >280 hours of synced 1080p from nearly 1,800 cameras in warehouses, hospitals, and retail. Auto labels: multi-camera IDs, 2D/3D boxes, calibration, depth. Mix of Isaac Sim, Cosmos Transfer appearance, and two real warehouse deployments (VGGT calibration + 3D-box projection for cross-camera checks). Official metric is a 3D HOTA. NeurIPS 2026 Evaluations & Datasets. Dataset: nvidia/PhysicalAI-SmartSpaces.
Why it matters
This is the warehouse / hospital 3D occupancy test you can actually score a Metropolis / VSS stack against — not another 2D MOT toy set.

Ashok Prasad Neupane et al.: streaming VLMs keep a fixed compute path, so they cannot spend more perception on the moment that is about to matter. FORESIGHT is training-free. Two Siamese LLMs share weights, encoders, and KV cache: one consumes the live stream; the other runs ahead to decide when to reason next, what to check, and how densely to sample. Plans apply through schema-guided decoding and lightweight diffs. Frozen Qwen3-VL-8B: 23.0 mean joint F1 on OmniPro Online (+9.5 vs the strongest trained baseline); +6.7 StreamingBench, +15.4 OVO-Bench, +18.7 when the evidence arrives late in the clip.
Why it matters
Live VLM agents that encode every frame the same way will miss the door event. Watch ahead-of-stream sampling plans on the next VSS / Metropolis agent.

Jin Hyun, Jung Gyu Min, Gyuhyun Jung, Youngjoo Lee: diffusion action experts in VLAs are invoked across denoising steps, so a single calibration scale mismatches activation ranges. CHASE-VLA uses the last generated action chunk (including the unexecuted suffix) plus denoising-step groups to adapt AE scales — no weight changes. W4A4 on MLP and attention projections of the AE: 97.3% average success on LIBERO with π₀.₅ (FP16-level). Weight storage of quantized AE linears down 73.4%; single-chunk memory traffic down 70.9% / 71.2% on π₀.₅ and GR00T N1.6. Predictor overhead ≤1.26% of the saved storage. ACCV 2026.
Why it matters
On-device VLA on Thor / NPU is a W4A4 problem, not a new camera SKU. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.
