IVS / Edge AI Research Brief

Overall assessment

Signal level

High on Ohio’s felony-misuse + warrant push, Atlanta’s hometown Flock ordinance slipping to committee, KCK’s 1.1M / 30-day search log, and Hailo closing into Microchip.

Notable trends

  1. Keep-path is felony + 10–30 day + warrant-for-outsiders (Ohio) or monthly audit ordinance (Atlanta).
  2. Sharing graph still has Houston/Dallas on top of other cities’ logs.
  3. Texas freeze metro: sheriff keeps 10 while the city votes Thursday.
  4. Edge news is Hailo under Microchip, not another locked dome.
  5. Lab is VLM-to-arm, FPGA NPU watchdog, 641M driving VLA.

Gaps

No new Genetec / Milestone / Axis VMS SKU (Dutch IDIS item had no English primary). No new Hailo/DeepX/Jetson module SKU — the Hailo acquisition is the Edge item, not a new chip. Blaine County page paywalled. Lebanon/College Station/Dallas clocks are this week, not yet votes. Missed Monday 09-21 brief; 72h catch-up used. FIVE-VLA is 09-16 (slightly outside 72h; included as Lab mix, not a Flock pad).

Mix counts

LPR 1 / VMS 0 / Edge 1 / Policy 3 / Lab 3 (LPR+Policy = 4/8 = 50%).

Now vs On deck

Now 5 (items 1–5) · On deck 3 (RoboDawn, TERMon, FIVE-VLA).

  1. 1

Ohio AG + FOP: make Flock misuse a felony; Cutrona wants warrants for outside searches

    Key point

AG Andy Wilson + Ohio FOP President Jay McDonald: every agency must have a written ALPR policy and ongoing audits. Misuse should match OHLEG — fifth-degree felony, surrender the badge, “never wear a badge again.” Unused data: delete in 10–30 days. Sen. Al Cutrona (R-Canfield) bill: warrant for outside-agency queries; no poles near churches or gun stores. Wilson: ICE cannot just “tap any jurisdiction.” Lawmakers want a bill by year-end. Wilson still: Flock is ID, “not tools of surveillance”; “don’t throw the baby out with the bathwater.” Shaker Heights recap in the same package: 700k+ outside searches vs 1,016 local; immigration listed 282 times.

    Why it matters

Ohio keep-path is now a statute, not a dashboard. Quote felony + 10–30 day retain + warrant-for-outsiders in every OH RFP.

  2. 2

Atlanta Flock safeguards sent back to committee — 79 of 115,578 searches flagged

    Key point

Mayor Andre Dickens 10-part ordinance (access, retain/share, monthly internal audits, quarterly public reports, annual independent review, public inventory) did not get a final vote. Referred to Public Safety Committee. APD audit: 115,578 Flock searches YTD; 99.93% in policy; 79 (~0.07%) opened for unauthorized-use review; Chief Darren Sheerbaum: investigation in 60 days. Dickens HQ is in NW Atlanta. Goal was pass within 60 days of intro + a public hearing.

    Why it matters

Flock’s hometown is writing citywide camera law, not ripping poles. The close is monthly audit + public inventory, and it just slipped a cycle.

  3. 3

Kansas City, KS Flock: ~1.1 million queries in 30 days — Houston, Dallas, CHP on top

    Key point

KCK PD database queried almost 1.1 million times Apr 24–Jun 24. Top: Houston PD, then Dallas PD, then California Highway Patrol. Those three: 198,000. KCK itself: 3,570. Same pattern on Gladstone. Parkville suspended 14 cams (incl. 6 Riss Lake HOA); Weston already off. Metro has 1,000+ ALPRs.

    Why it matters

Same graph as Lexington (numbered 09-17): host city is a node, not the customer. Put who queries us in the RFP. Houston/Dallas still rank #1/#2 on other cities’ logs after Texas share-cuts.

Brazos County sheriff keeps 10 Flock cams — College Station votes Thursday

    Key point

Sheriff Wayne Dicky: 10 cameras (contract Oct 2025, live May, 9 up). No expansion. 21 officers can search; case number + legitimate purpose required; 30-day audit; Flock unusual-pattern alerts. Stills of plates, no FR, no audio, no tickets. Shares freely with Bryan (17 cams since 2019, all sworn have access, no misuse found) and College Station. ~130 Flock in the county on the public map (some private). CS council still on $400k / 84 renewal Thu Sept 24. Transparency: transparency.flocksafety.com/brazos-county-tx-so.

    Why it matters

Same metro, three buyers. Bid the sheriff keep next to the city renewal. Quote 21 named searchers + case number as the keep-slide.

  5. 5

Microchip closes Hailo — edge AI cameras now sit inside a broadline MCU house

    Key point

Microchip (Nasdaq: MCHP) completed Hailo. Terms undisclosed; not material to Microchip results. Hailo: AI accelerators, vision processors, robotics processors, AI software. >100 customers, >10,000 developers. CEO Steve Sanghi: smart cameras → robotics / Physical AI. Hailo founder Orr Danon: stay the product line + software. Microchip: keep Hailo SKUs, tools, and customer engagements; fold into Intelligent Compute (SVP Mark Reiten).

    Why it matters

Hailo-8 / Hailo-15 camera and M.2 designs now have Microchip sales + long-life behind them. Spec the accelerator, not a locked AI dome. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

  6. 6

arXiv: RoboDawn — agentic VLM drives a robot with translate / rotate / grip; one demo → SOTA

    Key point

Can a digital VLM transfer to physical control without robot-specific training? RoboDawn exposes discrete translation/rotation/gripper tokens to an agentic VLM in a closed loop. In-context demos ground the interface. Zero-shot beats several policies trained on benchmark robot data. RoboTwin 2.0 C2R: 53.2% → 73.6% with one demo, vs π0.5 46.0%. RoboDojo: 35.67% → 47.17%. Transfers to Franka (block-in-basket, stacking). Project: robodawn.top.

    Why it matters

Plant/AMR RFPs will ask if the VLM can drive the arm without a new locked camera brain. Keep the VLM, add a discrete action interface.

  7. 7

arXiv: TERMon — FPGA runtime monitor on edge AI, two-cycle decision, no BRAM/DSP

    Key point

Edge accelerators can output confident wrong after weight corruption, shift, or attack. TERMon watches inference behavior, not a second model. Class-conditional trusted behavior as ternary patterns vs a thermometer-encoded fingerprint; match is exact vs the unquantized range test. Catches harmful weight corruptions in proportion to behavioral impact; OOD/adversarial not separable at a strict FPR. PYNQ-Z2 FPGA: no on-chip BRAM or DSPs, two-cycle latency.

    Why it matters

Safety-rated camera/robot jobs will ask “how do we know the NPU is still the model we loaded?” A tiny FPGA sidecar beats a second locked camera. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

  8. 8

    arXiv: FIVE-VLA — 641M driving VLA, ~4 fps on a T4 (edge proxy), 8–30× faster

    Key point

Driving VLAs are huge, slow, and amnesic. FIVE-VLA: efficient vision encoder → 98 tokens from 448×896 (5× fewer), no text for single-pass trajectory; Recurrent Action Memory conditions on prior action tokens (overtake, emergency brake). 641M params. Bench2Drive: ~10% more infraction-free routes than prior SOTA VLA. NVIDIA Physical AI AV set: 10.2% / 7.7% lower collision-violation vs SimLingo (1-view / 4-view). ~30 fps A100, ~4 fps T4.

    Why it matters

Fleet/AV-adjacent camera jobs will ask for on-box VLA, not a cloud round-trip. Spec a 641M model on a T4-class box.
