IVS / Edge AI Research Brief

Overall assessment

Signal level

High on Dallas’s Sept 25 slip + funding hunt, Carrollton’s 6–1 keep/expand next door, and El Paso’s 60-day pull + successor gate. GSX Edge/VMS is a real multi-imager SKU plus an agentic overlay.

Notable trends

  1. DFW split: Dallas delays the dark, Carrollton adds 15.
  2. Halt ≠ removal — El Paso now bags in 60 days and council-gates any successor.
  3. Ohio pause can be off-agenda, no local misuse.
  4. GSX Edge is four imagers + IVA Pro, not another locked dome.
  5. Lab is streaming physics memory and audio-or-video emergency-vehicle.

Gaps

No new Hailo / DeepX / Jetson module (Innodisk IQ-9075 was 09-14). No new Genetec/Milestone SKU (IQSIGHT BVMS 14.0 is person-track; cynapse is overlay). No Policy statute. Fullerton presentation had no vote recap. Dallas budget vote not in yet this morning.

Mix counts

LPR 4 / VMS 1 / Edge 1 / Policy 0 / Lab 2 (LPR+Policy = 4/8 = 50%).

Now vs On deck

Now 5 (items 1–5) · On deck 3 (cynapse, PhysStream, AVNet).

Signals (8)

  1. 1

Dallas 321 grant cams did not go dark yesterday — 10-day notice, off Sept 25

    Key point

State money ended Sept 15. DPD told FOX 4 it had not sent the required 10-day cancel notice to Flock until late Tuesday. The 321 grant cams stay live through Sept 25. Spokesperson Allison Hudson: hunting new money; “the proof is in the stats as our primary investigative tool” — 13 homicides and 13% of business robberies in 2026. ~300 city-funded cams already kept. NBC 5: city attorney is reviewing; share-out cut from >1,500 nationwide to ~200 Texas. Flock decides what happens to the poles after deactivation. Council still on the remainder today.

    Why it matters

Yesterday’s “dark tomorrow” was a notice clock, not a switch. Quote Sept 25 and the funding hunt in every DFW bid. Two networks still: grant poles vs city poles.

  2. 2

    Carrollton 6–1 renews Flock — 67 → 82 cams, $1.19M / 3 years, no state money

    Key point

Council 6–1 ( Richard Fleming no) consolidated four Flock contracts into one 3-year deal: 82 cameras + software, cap $398,258.34/year, not to exceed ~$1.19M. Staff: “no new services and requires no additional funding” — already in the PD budget. City has 67 live now (Flock transparency portal). 30-day auto-delete; searches need a case number; PD: no misuse found. Mayor Pro Tem Daisy Palomo: Amber Alert seconds. Chief Roberto Arredondo: “currently, it’s the best tool we have.” Fleming wanted entry/exit only and a voter question. DeFlock Carrollton: hour of comment after a consent-agenda drop; 50+ records requests; one resident quoted >$32,000. No MVCPA funds since 2024. DFR drones with Farmers Branch / Aerodome (Flock-owned) were not in this vote.

    Why it matters

Same metro as Dallas’s 321 slip: suburb consolidates and adds 15. The close is already-budgeted / not a new tax, plus 30-day retain + case number. FOIA sticker shock is now a bid-room fact.

  3. 3

El Paso unanimous — pull 150 fixed Flock cams in 60 days; council must OK any successor

    Key point

Two unanimous items (Reps. Chris Canales, Josh Acevedo, Lily Limón). (1) City manager must get the 150 former-contract fixed ALPRs off city property/ROW in 60 days (Flock owns the gear; Chief Peter Pacillas: pickup letter already sent). Canales amendment: if still up, opaque bag up to 30 more days. (2) No sign/renew/extend with Flock or any similar fixed networked ALPR unless council votes yes. Does not hit private poles, vehicle-mounted ALPRs, parking, access, or toll. Pacillas: auto thefts +62% since the fixed readers went dark after Abbott’s freeze. This is the hardware takedown — 09-07 briefed the halt with poles still up.

    Why it matters

Halt ≠ removal. The new RFP line in border cities is council-gate any successor, not just “not Flock.” Vehicle ALPRs and Home Depot poles still run.

  4. 4

Hilliard, OH unanimous pause — not on the agenda; no misuse finding

    Key point

Council President Emily Cole moved, off-agenda, to direct the city manager to pause Flock “while we listen, learn, and work to better understand the broader implications.” Unanimous. Spokesperson: used for legitimate LE, helped close cases; no HPD officer-misuse investigation. Question is whether the tech belongs, not whether Hilliard abused it. Follows Columbus Mayor Andrew Ginther’s Sept 3 pause (officer searched the same plates hundreds of times). No end date. Whitehall (next door) is keeping.

    Why it matters

Central Ohio pause-path is now mayor (Columbus) + off-agenda council (Hilliard) with no local scandal. Don’t wait for a misuse story to write the pause clause.

  5. 5

IQSIGHT at GSX — FLEXIDOME multi 7100i (4 imagers, IVA Pro) + BVMS 14.0 person-track

    Key point

Former Bosch Video Systems showing FLEXIDOME multi 7100i: 4 independent sensors, 3 / 5 / 8 MP, standard + IR, starlight + HDR X, IVA Pro (people/vehicles) with per-imager analytics. Joins multi+ and dual 7100i from earlier this year. Preview: MIC fusion 9100s later this year — 4 MP visible + thermal, metadata fusion, IVA Pro Perimeter to 3,217 ft / 981 m. BVMS 14.0: Intelligent Person Tracking — follow a person live across cameras with one click. Genetec Security Center SaaS: direct-to-cloud metadata search. Milestone XProtect: SmartSuite plugin for IVA Pro forensic person-attribute search. MIC family 25 years. CPO Sachin Khanna; NA sales VP Ted Wilkinson.

    Why it matters

This is a multi-imager + on-device IVA SKU you can hang this quarter, not a locked AI dome. Spec IVA Pro per head, swap the model later. Accelerated compute beats locked “AI cameras”: swap models vs a 36–84 month hardware refresh.

  6. 6

cynapse.ai cySecurity at GSX — VLM + agentic overlay on any VMS

    Key point

Agentic layer on existing cameras/VMS/edge analytics — no rip-and-replace. Predetermined events of interest + VLMs + Copilot NL search of live and recorded video. Verticals: cyDataCenter, cyRoad (incidents, work zones, automated violations on existing DOT cams), cyPort, cyCorrections (self-harm/violence, inmate count). President Paul Wilson: conventional analytics create alert floods; this is “understand / detect / act.”

    Why it matters

If the customer will not rip Milestone/Genetec this year, the SKU is an agentic overlay. Ask which vertical (road vs corrections) they will actually fund.

  7. 7

arXiv: PhysStream — streaming physics-grounded video with online scene memory + object tracks

    Key point

Autoregressive image-to-video that keeps positional maps and object-tracking maps derived online from prior generated frames, plus sparse velocity-increment controls (physical quantities, not pixel waypoints). Two-stage train: bidirectional motion-control, then causal AR + structured memory. Interactive mid-generation control of multi-object tabletop rigid bodies — prior methods needed the full control schedule up front. −33% FVMD, −12% trajectory error vs strongest baselines; humans prefer it in >85% of in-the-wild comparisons. Project: czzzzh.github.io/PhysStream.

    Why it matters

Physical-AI / world-model RFPs will ask for online tracks + physics, not another prompt-to-clip. This is the streaming-memory pattern to watch next to yesterday’s PhysBrain 1.5.

  8. 8

arXiv: AVNet — one model classifies emergency vehicles from audio, video, or both

    Key point

AVNet: audio-visual transformer for ambulance / fire / police vs background. Second-level cross-attention between spectrogram tokens and frame tokens (no learned alignment). Null embeddings so the same weights run audio-only, video-only, or both — no retrain. Distills from unimodal teachers. 281 AudioSet clips: 66.6% AV accuracy, +10.4 vs audio-only, +15.0 vs video-only. Designed for night/occlusion (camera fails) and noisy urban (mic fails).

    Why it matters

ITS / intersection jobs already have a camera and a siren mic. Spec a model that degrades to one sensor, not a second locked “AI camera” when the other modality drops.
